I was really surprised when I saw them at the end of season 2. In the original series, everyone spoke American and were dressed in American clothes.

It isn't uncommon for Russian people to use Russian dialects and learn to speak English at school, in some countries. Also, having a Russian background could mean a number of things:
European ancestry
Connection to Russia in the past
As far as I'm aware, it's not possible to trace ancestry of people who settled in Russia before the 20th century.
As for the accent, it's not always used in a negative way; the other character, Captain Picard, is well known for his Scottish accent. So it's possible Anton uses it in a positive way, or his Italian mother's accent.
Oksana is a diplomat
We know she's from a high ranking Russian family, so she is used to high society and generally speaking, speaking with someone in such a position is seen as polite and formal.
